Title: Programme Officer
Location: Banadir and Lower Shabelle
Reporting to: General Director
The Program Officer will be responsible for implementing, monitoring, and coordinating grant making activities in all projects in Banadir and Lower Shabelle regions. The programme officer will be responsible of the community entry and the deliverance of the programmes including reporting, budgeting, managing and overseeing activities. The PO will provide support and reporting to the head office and will provide ongoing technical support to the partners via head office. The work will focus on the most vulnerable groups, including ethnic minorities, women and youth whose access to assistance is most threatened. Grant making in this portfolio will be largely organized to advance the goals of Women and Child Care Organization
Programme Management
- Ensure excellence of practice in programme management
- Ensure effective grant administration for the programme
- Ensure that gender and HIV are mainstreamed into all projects implemented in Mogadishu and Lower-Shabelle
- Work with the partner to develop and maintain a programme monitoring and lesson learning framework
- Share in management of donor relationship including prompt submission of reports
- Contribute to quarterly programme reviews with WOCCA’s programme team
- Ensure effective record and reporting systems are maintained work with WOCCA’s finance staff in ensuring partner compliance and effective financial management
Tasks in Detail
- To run WOCCA’s day to day activities in Lower Shabelle and Banadir regions
- To facilitate and monitor the programmes on the ground on daily basis and report to his/her supervisor
- To facilitate coordination with other relevant organizations
- To compile reports of relevant activities in detail. Such reports will be submitted to the Head of Mission at the end of each activity.
- To monitor security and other relevant conditions of the project sites and report any issues to his/her supervisor
- To assist in translation and facilitate communication between WOCCA and communities of the programme sites
- To carry out any required tasks and support in consultation with his/her supervisor
Knowledge Required
- Relevant experience in humanitarian work
- Knowledge of/experience in Development and Emergency programmes is a must
- Computer literate (Word. Excel etc), Internet
- Fluent in English and Somali–all spoken and written
- Ability to organise and prioritize the tasks
- Honest, patient, responsible and in good physical condition to meet the job demands.
- Willingness to adhere to and carry out WOCCA’s regulations.

Title: Consultant for Small farmers group Association
Location: Jowhar, Mahaday and Bal’ad (Middle Shabelle)

Background of the organization
Women and Child Care Organization (WOCCA) is a non-governmental, non-political and non-profit making women and children’s organization, established in 1996 by Somali professionals. Its main objective is to improve the economic status of women farmers who are widowed, divorced and struggling with life as the breadwinners for their households and protect the Rights of Children in the Middle Shabelle Region. It has established itself as a reliable development organization in Jowhar, Balad, Mahaday, Warshiekh and Adale Districts, Middle Shabelle Region of Somalia. WOCCA has good relations with the local authorities and project communities and a good reputation with project beneficiaries.
WOCCA is a signatory to the International Federation of the Red Cross/Crescent Code of Conduct and also upholds its national and organizational Code of Conduct.
Small Farmers Group Association (SFGA’s)
- Promote rural/farmer-Community Institutions and capacities through Formation of Village “Small Scale Farmer Group Associations (SFGAs)” in 10 target farmer Villages and capacity building support aimed to improve farmers’ capacity to sustain the project and advocate for their own communities’ interests; enhance participation of rural productive associations/cooperatives in Development process; and to strengthen the linkage among farmer communities, local authorities and development agencies.
- Improve marketing skills of farmers among the 10 farmer group associations (FGAs) – members in target 10 farmer villages, with particular focus to women in agro-business / marketing activities in the project area.
Responsibility
The work that will be carried out by the hired consultant will be as follows:
- Carry-out sensitization of local farmer commutes towards formation of effective small scale farmer Group associations by the project staff and to identify training participants in the 10 target farmer villages.
- Conduct two-three-day Farmers’ sensitization Trainings to train local women/farmer communities basic knowledge and process on “Formation of “Small Farmer Group Associations (SFGAs” for 100 participants from 10 farmer/women associations in the target three districts (50 participants per training).
- Give advisory assistance to local farmers in the 10 respective villages in the process of forming their own SFGAs after they have been trained by Wocca field staff.
- Assist Farmer Association develop their own Action plans with clear time-line activities) for follow-up.
Capacity Building for rural farmers Institutional development towards Formation of Farmer Group Associations in 10 villages
The consultant will assist the established SFGA’s to develop their insitituational bylaws, policies and procedures and to develop effective management, book-keeping and record management systems for the target associations.
- Contact major UN organization such as FAO to acquire cooperative management and institutional development material/literature.
- Train associations the association bylaws, policies and procedures as well as basic association management knowledge and skills.
- Provision of stock printer basic financial forms/books/receipts.
- Open a bank account for the groups at Dahabshiil and train the committees on management.
